• [H4] Good Hot Fish With Ashleigh Shanti

A fried catfish sandwich and a side of hot slaw from Good Hot Fish in Asheville, North Carolina. Photo Credit: Mason Adams/West Virginia Public Broadcasting

Tucked away at the edge of downtown Asheville is one of the city’s culinary gems. It’s called Good Hot Fish.

The small restaurant started as a pop-up. Now it’s got a permanent spot next to Burial Beer Company. Drop in and you’ll find the taste and vibes of an old-fashioned fish fry, with plates like the trout bologna sandwich and sides like stewed greens, baked mac n' cheese and hush puppies.

Good Hot Fish is run by Ashleigh Shanti. In 2020, Shanti was a semi-finalist for the James Beard "Rising Star Chef of the Year" award.

Last year, she won a James Beard Foundation Media Award for her cookbook, Our South: Black Food Through My Lens. Recently, host Mason Adams stopped in at her restaurant for a catfish sandwich with a side of hot slaw and a conversation.

Intergenerational Loom Weaving

Students in the Overmountain Weavers Guild’s 2025 intro to handweaving course. Each August, the guild hosts an in-depth, foundational class that’s focused on teaching beginner weavers the basics, and instructs intermediate weavers on expanding their skills and knowledge. Photo courtesy of Louise Nuttle and the Overmountain Weavers Guild

Loom weaving has been around for thousands of years. With the industrial revolution, it became more often a hobby than an occupation, but there’s been a resurgence in interest. And experienced weavers have been working to make the craft more accessible to newcomers.

Weaver Toni Doman reported this story for the Rural Remix podcast from the Center for Rural Strategies.

Mini Journalists With Major Confidence

Each weekday morning in Chattanooga, Tennessee, fifth graders deliver the day’s news at Calvin Donaldson Elementary School. Their newscasts lean heavily on birthdays, the Pledge of Allegiance and school sports. But the kids are getting more — a chance to look at the news from the inside out.

Ian-Alijah Bey of Chattamatters shared their story. Special thanks to Mary Helen Montgomery at Chattamatters and Ray Bassett, host and producer of WUTC’s Scenic Roots for providing us with that story.

The Derailment That Never Ended

An image from drone video taken on Feb. 5, 2023 of the Norfolk Southern train derailment near East Palestine, Ohio. Courtesy of the National Transportation Safety Board

Three years after the Norfolk-Southern train derailment in East Palestine, Ohio, a lot of residents who were part of a successful lawsuit against the company still haven’t been paid.

The Allegheny Front’s Kara Holsapple spoke with Katya Schwenk about her story for the Lever, “The Derailment That Never Ended.”

How Flooding Impacts Substance Use Recovery

The new Southern Highlands Community Mental Health Clinic (SHCMHC) in Welch, West Virginia. Staff worked out of Mount View High School between the flood and the new building’s opening. Photo courtesy of the Southern Highlands Community Mental Health Clinic (SHCMHC)

During bad flooding events, people often find themselves stepping into new roles to become rescue, repair and recovery workers. That’s what happened in Oceana, a West Virginia town of about 1,200 people. The nonprofit One Voice operates a coffee shop and a warehouse, and helps with substance abuse recovery.

After the floods of February 2025, One Voice staff and volunteers stepped in to assist with the response to flooding. The challenges in trying to help were nothing like what they expected. WVPB’s Wendy Welch has more.

Students Help Rehabilitate Turtles

The turtles' coloration varies — this one has vibrant red eyes and orange leg markings. During this visit, the turtles were getting fed during their soak time, and it was a tomato day. Photo Credit: Randi B. Hagi/WMRA

Some turtle patients from the Wildlife Center of Virginia are spending the winter at Bridgewater College. They’re not just living there – they’re also giving students hands-on experience with rehabilitation.

WMRA's Randi B. Hagi reports.

Sampling Yugoslavian Fish Stew In Charleston, W.Va.

Containers of General Steak and Seafood’s beloved Yugoslavian stew wait to be picked up. It’s like a sampler platter of the shop’s seafood counter, all in a spicy broth. Photo Credit: Zack Harold/West Virginia Public Broadcasting

During the 40 days of Lent, some people forego meat on Fridays in favor of fish. But getting a variety of fresh seafood is harder if you live in a landlocked state.

In Charleston, West Virginia, there’s General Steak and Seafood. Trucks arrive daily with salmon filets, swordfish, Chilean sea bass, scallops, Chesapeake Bay oysters and more. But if you want to taste a little of everything, pick up a bowl of the shop’s renowned Yugoslavian Fish Stew. What started as a way to use up some leftovers turned into a local favorite.

In 2023, Folkways reporter Zack Harold brought us this story.

------

Our theme music is by Matt Jackfert. House Bill 4001 is a major part of that agenda that seeks to restructure how the state manages its economic development.

The bill creates TEAM-WV, a not-for-profit corporation formed by the governor to promote economic development, job creation, job retention, job training, and the recruitment of business to this state.

The bill also triggers a full review of the state’s existing economic development apparatus including the Department of Commerce, the Division of Economic Development, and the West Virginia Economic Development Authority. The secretary of Commerce is directed to identify inefficiencies and recommend consolidation of the entities’ functions and duties by Sept. 15.

The bill’s lead sponsor, Del. Clay Riley, R-Harrison, said the state’s economic development efforts need to be unconstrained by bureaucratic limitations and political cycles to compete with neighboring states.

“For decades, our state has relied primarily on a traditional state agency of economic development model housed within government and constrained by limitations and political cycles, a one size fits all approach,” he said

But Del. Bill Ridenour, R-Jefferson, urged caution.

"I think we need to potentially look at some changes to this," he said. “I think we need more oversight into what is going on with economic development and our current economic development entity, as well as with this.”

The bill passed on a vote of 87 yeas to 8 nays, with four absent and now goes to the Senate for consideration.

Other notable bills that made the crossover cut include House Bill 5453 which will modify the school aid funding formula to provide block grants of $6,100 per enrolled student to county school districts starting in 2029. Public charter schools will have their per pupil funding increased to $8600 that year to offset their smaller enrollment. All school districts in the state will also receive additional funding through a fund known as the "Supplemental School Aid Fund" for the education of special needs students.

House Bill 5685 authorizes bonds of no more than $150 million for improvements to the West Virginia Culture Center, which Ridenour categorized as being in dire need of repair and well outside of state building code.

House Advances Dozens Of Bills On Crossover Day
State leaders pledged to pursue an agenda of economic development at this year’s legislative session. from the Ohio River Valley Institute, an independent think tank with a focus on clean energy, says there are tens of thousands of abandoned or orphaned gas wells in the state that have gone uncounted.

A database maintained by the West Virginia Department of Environmental Protection’s (DEP) Office of Oil and Gas lists roughly 16,000 abandoned wells, including about 4,500 orphaned wells without a known or solvent operator.

In contrast, the report says there are more than 50,000 abandoned wells in the state.

Abandoned wells pose a high pollution risk as they are likely to leak harmful gases, such as methane and volatile organic compounds as they deteriorate.

The Ohio River Valley Institute recommends a production fee on oil and gas to fund the closure of the abandoned wells and employ thousands of West Virginians to do the work.

The report says, “Remaining funding from the Bipartisan Infrastructure Law could decommission 1,393 orphaned wells through 2031, supporting an estimated 810 total job-years, according to IMPLAN modeling.

“Decommissioning an additional 4,000 orphaned wells from 2032 to 2041 would create more than 2,000 job-years, or 207 jobs per year over the 10-year period. These jobs could help employ hundreds of oil and gas workers who have lost their jobs over the last several years as the drilling boom has subsided.”

Another problem, according to the report, is that the state does not employ enough inspectors to do the job. In 2023, the state conducted fewer than 6,000 well inspections, just a third of the number of inspections in 1985.

Read the summary from the Ohio River Valley Institute The Legislature Today, Wednesday this week marked Crossover Day, the last day to consider bills in their chamber of origin, and next week is the final week in the 60-day West Virginia Legislative Nearly 2,800 bills were introduced this year. It remains to be seen just how many pass. Lawmakers have until Saturday, March 14 at midnight to work through those bills.

The state budget was the focal point this week. Thursday night, the House of Delegates concurred with final tweaks made by the Senate earlier that morning to increase Hope Scholarship funding, covering five quarters of payments into the 2027-2028 school year, trim road paving, and for the first time, fund the Flood Resiliency Fund.

During the very minutes the Senate took its vote on the budget bill, News Director Eric Douglas was speaking with Kelly Allen, the executive director of the West Virginia Center on Budget and Policy, to discuss the budget and tax cuts. While some of the questions raised in the interview have now been answered, what remains is how they will play out for the state. Allen mentioned she hoped the budget compromise discussions would play out in public, but it those discussions were held in private.

Also, in this show, West Virginia University (WVU) News student reporter Lilly Reisenweber spoke with lawmakers and Monongalia County Board of Education officials to see how the Third Grade Success Act is working, and how it is changing elementary education.

And, our student reporters Nevaeh Siggers and Jenna Walker report on bills related to Child Protection Services (CPS) that were introduced in both chambers this session.

https://www.youtube.com/watch?v=7lbpDTgaA_g

The Legislature Today is West Virginia’s only television/radio simulcast devoted to covering the state’s 60-day regular legislative session.

Watch or listen to new episodes every Friday at 6 p.m. on West Virginia Public Broadcasting.

Keep up with our daily coverage at wvpublic.org/thelegislaturetoday, and subscribe to our new podcast The Legislature This Week for a look back at all the major headlines from the past week at the statehouse.

House, Senate Approves Budget Bill
On this episode of The Legislature Today, the state budget was the focal point this week. Delegates.

After more than two hours of public comment and testimony Thursday, the House Education Committee tabled Senate Bill 745 Friday.

The bill creates new limitations on added ingredients in food served to West Virginia students. That includes a list of 23 food additives like aspartame and aloe vera that would be deemed unsafe and banned.

Del. Bob Fehrenbacher, R-Wood, who has studied chemical engineering, told the committee Thursday the list of additives seemed arbitrary and that most of them were simply preservatives.

“I am concerned that if we act in haste, we may regret that there are products that are safe, but all of a sudden they cannot be utilized in schools in West Virginia because they are outlawed,” he said.

Fehrenbacher fell back on the old adage that “dose makes the poison,” and more than once cited the legality of alcohol as an analogy for products deemed acceptable in society with limits.

“Can I testify that I know for sure and for certain, as Del.
